The City of Grover Beach Concludes Districting Process and Adopts Four-District Map

The Grover Beach City Council completed the district formation process by adopting Plan 901, establishing a new City Council district map and district-based elections. The official map ordinance will be adopted during the March 28, 2022 City Council meeting. Residents can view the four-district map online at GroverBeach.org/Districting.

Starting with the upcoming November 2022 election cycle, Grover Beach will use district-based elections to select City Council members from four districts who lives in their district and an at-large Mayor. Council seats for districts 1 and 2 are up for election this year, and districts 3 and 4 will be up for election in 2024. The at-large Mayoral seat is up for election every two years.

The City began the districting process in May 2021 and hired National Demographics Corporation to serve as the demographers and Tripepi Smith to assist with outreach efforts. The City launched the process by creating a dedicated districting website, GroverBeach.org/Districting. The website provided background information about districting, a schedule of upcoming meetings, mapping tools, draft maps submitted throughout the process and answers to frequently asked questions.

To gather public input and insights on the district formation process, the City of Grover Beach held four public hearings and one community workshop:

• June 28, 2021 - First Public Hearing
• July 26, 2021 - Second Public Hearing
• October 27, 2021 - Community Workshop
• January 24, 2022 - Third Public Hearing
• February 28, 2022 - Fourth Public Hearing

The community workshop gave residents an opportunity to learn more about the districting process and share their input on communities of interest. The City’s demographer also demonstrated how to use the mapping tools that were made available for the public to use to create maps.

At the public hearings, the City Council received an overview of the process, established five core communities of interest, reviewed public comments and discussed draft maps submitted by the public and created by the demographer.

In addition to public meetings, the City encouraged Grover Beach community members and civic-based organizations to participate through districting emails, phone calls, social media posts, flyers and a citywide mailer. Throughout the public map-drawing period, Grover Beach received 41 community-drawn proposed maps and a written description of proposed district boundaries submitted by a member of the public and drawn into a map by the demographer. In addition to the maps submitted by the public, the City’s demographer produced four draft maps.

At the fourth public hearing on February 28, 2022, the City Council selected a final map to be adopted via ordinance with introduction of the ordinance on March 14, 2022 and final adoption on March 28, 2022.
